The New Poor

Congresswoman Barbara Mikulski is a Democrat representing the Third Congressional District of Maryland. She began her career as a child-neglect social worker and community organizer. After receiving her M.S. from the University of Maryland School of Social Work, she served as the chief social worker in a program for the elderly which was part of Baltimore's anti-poverty program.
