Thomas A. Blinkhorn is Chief of Public Affairs for the World Bank. He manages a program of information about development issues and the World Bank for audiences in the developing world as well as industrial countries. He has also worked with the Bank as a Senior Loan Officer in West- and East-African regions including Sudan, Somalia, and Ethiopia.
