Francis Fukuyama was deputy director of the State Department's policy planning staff and was a member of the US delegation to the Egyptian-Israeli talks on Palestinian autonomy. He continues to consult for the State Department and the Rand Corporation where he has written eight reports. He is author of the controversial article "The End of History" and is working on two books: The End of History and the Last Man and Metropole and Colony: The Place of the Developing World in Soviet Foreign Policy. He earned his doctorate in Soviet Foreign Policy and Middle Eastern politics from Harvard University.
