He has been a consultant to the Intergovernmental Committee on Refugees and the Committee on Foreign Affairs of the House of Representatives. He has served on the Policy Planning Staff of the U.S. Department of State and as a research associate with the Washington Center of Foreign Policy Research.
Dr. Marshall has held academic positions at Harvar, Radcliffe, Texas A&M and has been the Paul H. Nitze Professor of International Politics at the John Hopkins University. He is a contributing editor to The National Review and a member of the executive panel of the Committee on the Present Danger.
