 ods Production Act of 1990\, which created national standard
 s for organic foods and a federal program to accredit them. 
 She also served as administrator of the USDA Agricultural Ma
 rketing Service\, which oversees the agency's organic progra
 m.\n--------------------\nMerrigan is former director of the
  Agriculture\, Food and Environment Program at Tufts Univers
 ity\, where she was on faculty in the Friedman School of Nut
 rition Science and Policy. \n\nMerrigan holds a doctorate in
  Public Policy and Environmental Planning from the Massachus
